Follow signs to the AirTrain station in your terminal and take the Blue Line to the Rental Car Center stop. AirTrain is free and runs 24 hours a day, about every 4 minutes. Take the Blue Line, not the Red Line - only the Blue Line goes to the Rental Car Center.
Same - the AirTrain Blue Line also stops at the International Terminal.
