Priceline's terms say all Deal Program bookings, including Express Deals, are non-cancellable, non-refundable, non-changeable and non-transferable unless your checkout page and itinerary say otherwise, and you're charged whether or not you use the booking. Priceline or the rental company can waive a restriction as an exception, at its own discretion. With an Express Deal, you see the car class but only find out which company it is after booking.
What if I need to change a regular Priceline car booking?
Priceline's terms say changes and cancellations are only possible if the rental company's terms allow them, a fee may apply, and the new price is based on the current rate, which may be higher than what you paid.
Should I dispute an Express Deal with my bank?
Be careful. You agreed to non-refundable terms when you booked, so a card dispute on those grounds often fails. A dispute has a better chance when you didn't get what you paid for, for example if the counter had no car or refused you for a reason the booking didn't mention. Ask Priceline in writing first, and keep the counter's refusal in writing.
